Middletown counted 7,218 people in 2010 and 9,706 by 2020. By Census Bureau estimates, about three in ten homes here were built in 2010 or later. Many of those houses may still wear their first roof. Along Main Street and Old Shelbyville Road, a historic district sets its own rules for some roof changes.

The city went from 3,547 homes at the 2010 Census to 4,772 at the 2020 count. The Census Bureau's latest five-year survey puts the median home's build year at 1997. About half of the city's homes are detached houses. Most of the rest sit in buildings with five or more units.
Close to a third of homes here went up before 1980, and the 1970s alone account for about 15 percent. A house that age has likely had its roof replaced at least once. On newer and older houses alike, roof inspections help after a big storm or before a sale.
Building has carried on here into this decade. The same survey dates about 240 homes to 2020 or later. We also do new construction roofing for builders across the area.
Under Kentucky's rules, a single-family house needs a permit only where a local ordinance asks for one. The state lists Louisville Metro as the building inspector for Jefferson County outside Jeffersontown, and that takes in Middletown. Whether a roof replacement or roof repair needs a permit depends on the work. Louisville Metro's Construction Review office answers that question, and we point you there.
Permit or not, the work has to meet the Kentucky Residential Code. Homes in the Middletown Historic District also have one more step. The city's preservation commission reviews some roof changes there, apart from any building permit.
For the most part, the district follows Main Street and Old Shelbyville Road, plus a few nearby streets. The Middletown Historic Preservation Commission is made up of appointed city residents. It meets the fourth Tuesday of every month at City Hall. Applications go to the City Clerk at least 10 days before a meeting.
For roofs, the commission's own form draws the line. It lists "replacing original materials" as work that needs no approval. It lists "replacement of slate, tin or tile with composition shingles when repair is unfeasible" as work that does. The same goes for a change to the roofline or other details visible from the street.
The city also notes that homes in the district may qualify for rehabilitation tax credits through the Kentucky Heritage Council. If your plan needs the commission's approval, build that meeting date into the schedule.
NOAA's 1991 to 2020 normals for the Louisville airport show about 48 inches of rain and melted snow a year. On about 34 days a year, a half inch or more falls. Lows reach freezing or below on about 74 days, and snow averages about 13 inches.
Wind is part of the picture too. Kentucky's residential code sets a 115 mph design wind speed for houses in every county. Asphalt shingle packaging must carry a label with the shingle's wind rating.
Heavy rain is when a weak spot in a roof tends to show up inside. A ceiling stain is a common first sign. The leak behind it is often not right above the stain. Our roof leak repair starts with finding where the water gets in.
